If the Prime Minister were to include a minister in this committee alongside the Leader of the Opposition, the ruling party could select an Election Commissioner of its choice, raising serious questions about impartiality. All these aspects should be incorporated into the curriculum. The committee that has been constituted should seek opinions from all sections of society. It must take into account the specific context of Chhattisgarh—where the tribal population is estimated to exceed 32–33%—and consider the customs, laws, and traditions that govern their social order. Furthermore, it must consider the systems, needs, and social and religious practices of other communities—citizens belonging to various castes and religions in Chhattisgarh—since social norms acceptable to one group may not be acceptable to another.
