Ukraine's drone campaign against Russian oil infrastructure has hit 16 refineries this April alone, knocking 700,000 barrels per day of refining capacity offline and pulling total Russian oil production down to 8.8 million b/d, a drop of 460,000 b/d. Last night the Ryazan refinery, one of Russia's largest, caught fire. For context: only 8 refineries were struck during the same period in 2025. At $60-plus oil, every barrel Russia can't refine is budget revenue the Kremlin can't spend on the war.
