In my opinion general purpose chains, like Base, with strong ecosystems and strong markets are actually best positioned to win on payments also.
That's because payments don't exist in isolation. Someone receives a payment and wants to save it, lend it, swap it, earn yield on it. That requires markets and apps - which require liquidity, capital and users.
