Ethereum Foundation Grades 62 Hegotá EIPs, Targets Quantum-Resistant L1 by 2029 The Ethereum Foundation’s Protocol Cluster published its Hegotá upgrade assessment and roadmap, grading 62 proposed EIPs. EIP-7805 (FOCIL, an anti-censorship proposal) and EIP-8141 (Frame Transactions, a core account abstraction proposal) were placed in the S tier as “must ship,” while 15 proposals were rated A tier as “expected to ship” and 28 were rejected. The Protocol Cluster also outlined research priorities through 2029, targeting quantum resistance across Ethereum L1’s execution, consensus, and data layers by December 2029, with fast finality, post-quantum security, privacy, state, and zkEVM identified as five cross-upgrade research areas.

What is Ethereum Hegotá Upgrade? Ethereum’s Hegotá upgrade is the network’s next major protocol upgrade after Glamsterdam, currently targeted for the second half of 2026. Hegotá is focused less on making Ethereum flashy and more on making the network harder to censor, more flexible for users, and better prepared for its next stage of development. The upgrade’s main feature is FOCIL, or Fork-choice enforced Inclusion Lists, which has been selected as Hegotá’s consensus-layer headliner. (1) FOCIL could make transaction censorship harder. Today, block builders have significant control over which transactions are included in blocks. FOCIL gives a broader group of validators a role in ensuring valid transactions cannot simply be ignored. In practice, participating validators create inclusion lists containing transactions that should be included. Block builders would then have to respect those requirements. That strengthens Ethereum’s censorship resistance and reduces the ability of a single block builder to exclude transactions. (2) Hegotá could bring native account abstraction closer to Ethereum. Another major area under consideration is EIP-8141, known as Frame Transactions. The proposal could allow accounts to define how transactions are validated, how gas is paid, and how multiple actions are executed. That could make smart accounts more flexible and reduce the infrastructure developers currently need for advanced wallet features. EIP-8141 is not guaranteed to ship with Hegotá. It remains under consideration rather than being formally scheduled. (3) It could also help Ethereum prepare for quantum threats. Native account abstraction could eventually allow users to choose different signature schemes. That matters because Ethereum researchers are working toward cryptography that can withstand future quantum computers. EIP-8141 could provide a path for accounts to adopt quantum-resistant signatures without requiring an immediate network-wide change. (4) Verkle Trees are another major area being considered. Verkle Trees could replace Ethereum’s existing state structure and make it easier for the network to support stateless clients. The broader goal is to reduce the burden of storing and accessing Ethereum’s growing state while making lightweight verification more practical. But there is an important distinction here. Not everything being discussed for Hegotá is guaranteed to arrive with the upgrade. As of the latest Ethereum Foundation updates, FOCIL is the confirmed headliner, while features such as native account abstraction and Verkle Trees remain part of the broader Hegotá development process. Hegotá is currently planned for H2 2026, although Ethereum upgrades remain subject to development progress and can change. So, in simple terms, Hegotá is about making Ethereum more resistant to censorship while moving toward programmable accounts, lighter infrastructure, and stronger long-term security. And after Glamsterdam focuses heavily on scaling Ethereum’s base layer, Hegotá could push the network further toward censorship resistance, account flexibility, and future-proof security.

BREAKING: Ethereum core developers schedule EIP-8141 account abstraction for the Hegotá upgrade. EIP-8141 has moved from “Considered” to “Scheduled,” signaling that Account Abstraction is now expected to ship with Hegotá. The move comes as EIP-8130 emerges as a competing design and is set to launch on Base in September, raising concerns about fragmented standards across Ethereum L1 and L2s. Developers are now working toward a shared transaction standard that preserves L1 flexibility while allowing L2s to optimize for performance and DoS resistance, with the goal of making accounts interoperable across Ethereum’s ecosystem.

Didn't see CT celebrate EF excluding ETH inflation reduction EIP from its Hegotá recommendations* The EIP-8363 got UNANIMOUS block: 'declined for inclusion' with the score of '0 (4)' meaning zero votes across four submitted grades. The lowest tier. EF says this isn't a judgment on whether the proposal is good. Changing issuance affects holders, stakers and Ethereum's security budget, so it wants a wider ecosystem discussion. Instead, Hegotá's selected changes would add: - Paying fees in USDC. An app charges you USDC and covers the network's gas fee in ETH. Good for usability but I believe friction of HAVING to hold ETH for gas adds significant buy pressure for ETH. Like Robinhood users must do. - Approve + swap in one transaction. If the swap fails, the approval rolls back too. Amazing one! - Harder censorship through FOCIL. Validators can require eligible txs to be included, limiting block builders' ability to keep users out. Good for Corpo-slop L2s that would try to censor users. - A path to quantum-resistant account signatures. Preparation for switching cryptography instead of making all of Ethereum quantum-safe in one upgrade. ETA for Q2 2027, after Glamsterdam but no hard date. *Recommendation because its EF position but not final fork list.

LATEST: ⚡️ Ethlabs surveyed 20 Ethereum ecosystem voices and found broad support for EIP-8198 in the Hegotá upgrade, with Lido, Ethena, Flashbots, Ondo, and others all backing the proposal.
