$META AGREES TO $18B YOUTH SAFETY COMMITMENT It will spend $18B over 10 years on youth online safety initiatives under its settlement with U.S. states. For users under 18, Meta agreed to: • Limit social media use to 2 hours per day • Block access from 12 a.m. to 6 a.m. An independent auditor will monitor compliance for five years. Meta will record a $10B legal expense in Q3 2026, but says its July financial guidance remains unchanged.

Canada plans to ban children under 16 from using social media as part of a new online safety law. Under the proposal, social media companies must prevent users under 16 from creating or using accounts unless they meet government-approved safety rules. Companies that break the rules could face fines up to C$10 million or 3% of their global revenue, whichever is higher.

The European Union is preparing new rules that could limit children’s access to social media. European Commission President Ursula von der Leyen said the Commission will present a proposal after the summer based on recommendations from an expert panel on child online safety. The panel recommends: - No screen time for children under 3. - Supervised internet and social media use for children under 13. - Social media companies should prove their platforms are safe for children before allowing young users access. The proposal is not law yet. It still needs to be formally introduced by the European Commission and approved by the European Parliament and EU member states before any new rules take effect.
