What had happen is that the first few emperors were usually capable but then comfort breeds weak men who are often corrupt and unmoral men. Japan was able to quickly modernize in the Meji Restoration and Post WWII because of it's quick adaptation to modern governance. Power cannot be gripped by one family or one party too tight for too long. That is the advantage of the West but it also depends on the education of the voters. Mass imports of immigrants who are ingrained to cultures of imbalanced power dynamics and strongmen violence is the weakness of the modern Western style governance.
