#WATCH# | Chennai | DMK leader RS Bharathi says, "According to Section 71(1) of the Representation of the People Act, only star campaigners from a recognised political party should be included in that party's official star campaigner list and participate in campaigning under that banner. If leaders from another recognised political party are included in a party's star campaigner list, then the expenses incurred by those leaders while campaigning should be added to the election expenditure of the concerned candidate. That is the prescribed procedure. However, in this case, Congress leader Manickam Tagore, VCK leader Thol. Thirumavalavan, and IUML leader Kader Mohideen have been included in the TVK star campaigner list. All three belong to recognised political parties. On the other hand, Vaiko and Durai Vaiko are from an unrecognised party, so there is no issue in their case. Since these parties are recognised by the Election Commission, their leaders should campaign under their own party's star campaigner list. If they campaign as part of another party's list, the expenditure should be accounted for in the election expenses of the candidate concerned. This is the procedure."
