We are very grateful to the U.S. Senate and to everyone who supports Ukraine. Adopting the Lindsey Graham Sanctioning Russia and Iran Act certainly helps increase pressure on the aggressor to bring this insane Russian war against our independence and our people to an end. Ukraine appreciates ALL the support the United States is providing to Ukraine – from both parties and the entire American people. And now, when Putin is making his final bet on ballistic missiles to drag out the war, and when we are searching every nook and cranny so hard for Patriot missiles to protect ourselves, every signal in support of defending lives and bringing the war to an end as soon as possible is extremely important. Real, strong American pressure and sanctions against Russia are what will help the most. Diplomacy comes closer with every step of pressure on the aggressor. Thank you to everyone who understands this and advances PEACE through STRENGTH.

It was a pleasure to welcome @wesstreeting to Kyiv for the first time. We appreciate that his visit comes right after yet another Russian attack on our people. I briefed the Secretary on the consequences of this onslaught against life and on our needs, as Russia seeks to significantly ramp up its ballistic missile production ahead of winter. We discussed how the UK could help Ukraine better protect our cities and communities from such ballistic threats – both bilaterally and multilaterally – just as it has done many times before by helping secure supplies of scarce defensive equipment. In particular, we discussed opportunities to establish coproduction of certain types of weaponry, as both the UK and Ukraine possess strong battle-proven capabilities. We also discussed sanctions against Russian enterprises involved in the production of ballistic missiles. Every effort to undermine Russia’s war machine and its bet on ballistic terror matters. Thank you to the United Kingdom, His Majesty, the Prime Minister, and the British people for your unwavering support.

I spoke with Ihor Obolenskyi, Commander of the Khartiia Brigade. There was an assassination attempt against Ihor today – the attacker and his accomplice have been detained. The necessary procedural measures are underway. I received a report from Oleksandr Poklad on this. We will definitely respond to this attempted strike against Ukraine and the Ukrainian commander. I thanked Ihor for his service and wished him to hit the occupiers even harder. Glory to Ukraine!

A good meeting with President Trump @POTUS at the Oval Office. Thank you for everything we do together to protect the lives of Ukrainians and advance peace. First and foremost, I offered President Trump our condolences on the passing of Lindsey Graham. He was a true friend of Ukraine. The President and I discussed licenses for Patriot interceptor production and several other ideas that could help. We also spoke about diplomacy – it’s important that the diplomatic process be reinvigorated. Our teams will arrange the details of their further communication. We have comprehensive intelligence reports on Russia’s plans for the fall. Putin is preparing the conditions for expanding mobilization. His casualty figures speak for themselves. In less than seven months this year, 221,000 people have joined the ranks of the Russian Armed Forces. During the same period, Russian casualties have amounted to nearly 225,500, among them 131,000 killed and almost 93,000 wounded. A significant share of those wounds are severe, as frontline medical care in Russia is catastrophically poor. Putin is preparing to simply send more Russians to war. He disguises it with different words and signals, but that is what he is preparing to do. It is crucial that, together with our partners, we exert enough pressure on Russia so that the idea of ending this aggression becomes the dominant one – the idea of peace, not of another Russian mobilization.

I will instruct our intelligence to share with our partners the information we have regarding Russia’s new assistance to the Iranian regime. Since the beginning of July, we have recorded active Russian satellite surveillance of the Gulf states and U.S. military facilities located there. These images subsequently appear in Iran. At the same time, there is a clear correlation between Russia’s satellite imagery of these sites and Iranian strikes – both before the attacks, in preparation for them, and afterward, to assess the damage inflicted. On July 19 and 20 alone, four air bases fell within the area of interest of Russian satellites – two in Bahrain, one in Jordan, and one in Kuwait. The purpose is clear. None of us in the world should turn a blind eye to one very simple fact: evil always seeks ways to make things worse and spread further. Russia must be stopped. This war must be stopped. Russia wants to receive another 30,000 troops from North Korea. Since June, preparations have been underway in Russia’s Voronezh region to receive them. North Korea is also preparing to transfer additional launchers for ballistic missiles to Russia. This is a threat not only to Ukraine. Russia is helping North Korea learn how to wage war, improve its weapons, and gain real combat experience in using them. Every day, we receive reports from our Sumy region and other regions of Ukraine on the consequences of Russian strikes against ordinary agricultural enterprises and bread production facilities. This is Russia’s deliberate tactic of carrying out callous strikes. Ukraine’s Ministry of Foreign Affairs is to inform all our partners and representatives of international organizations about the consequences of Russia’s campaign of terror against our ports and agricultural sector. We have seen this before, in 2022, when Russia’s aggression put food security in many parts of the world at risk – in the Middle East, North Africa, and many other regions of the world. Now, because of Russia’s blockade of grain exports from the Black Sea region, the cost of living may once again come under pressure – serious pressure – in countries such as Egypt, Libya, and many others that depend on imports of grain and grain products. We spoke, and Laura saw a lot in Ukraine, in the capital and beyond – the Lavra, our people, and everything we are going through. I want to offer my condolences to the families and loved ones of the victims of Russia’s latest attacks in the Kyiv region and in Sloviansk. During the strikes, Russia has also destroyed Latvia’s Honorary Consulate. Once again proving its complete disregard for diplomacy. Europe stands in full solidarity with Latvia and Ukraine. Russia is losing the war it started, and is increasingly targeting civilians in a desperate attempt to crush Ukraine’s spirit. But Ukraine’s spirit is unbreakable. And so is Europe’s resolve to support Ukraine’s defence.

It was a good, important conversation on how to reinvigorate diplomacy and bring peace closer. Peace is needed – peace with dignity, and Ukraine has long been ready for it. I have decided that Mykhailo Drapatyi will become the new Commander-in-Chief of the Armed Forces of Ukraine. Together with Mykhailo, Yevhenii Khmara, and Pavlo Palisa, we determined how the General Staff of the Armed Forces of Ukraine should be reconfigured. It is a fact that Oleksandr Syrskyi delivered results for Ukraine in the defense of Kyiv, the Kharkiv offensive, and the Kursk operation. We have come a long way, Ukraine's defense continues, and every warrior must be treated with dignity. I am grateful to Oleksandr Syrskyi and to every one of our warriors for Ukraine's strong positions on the front. I am grateful to Mykhailo Drapatyi for sharing this vision. Today, Oleksandr Syrskyi, Andrii Hnatov, and I discussed future service formats and the proper handover of duties. We all want the same thing: to defeat the enemy and create the conditions – on the front line and through pressure on Russia – that would allow us to force Russia into peace. Tomorrow, we will formalize all of these decisions. Ukraine must emerge from this situation stronger, and it will be harder for Russia. Glory to Ukraine!

Oleksii Sobolev will join the economic direction of work at the Office of the President. Together with Kyrylo Budanov, we identified the necessary tasks. The key priority is to support Ukrainian producers at all levels of state authority and to fully and as quickly as possible implement agreements with partners. Oleksii’s experience allows him to take part in shaping economic policy and to effectively engage with the Government and Members of Parliament. I met with Italy’s @GiorgiaMeloni for an important conversation. I informed her about the situation in Ukraine. Russia does not stop attacking our cities and communities. Today, there were ballistic missile strikes again, and attack drones were launched as well. Sadly, there are people killed in Kyiv, Kharkiv, and Kherson. Russia has taken the lives of five people. My condolences to their families and loved ones. We discussed the prospects for our joint work in Europe on anti-ballistic capabilities to provide greater protection for everyone – both Ukraine and every country. We spoke about the need for additional interceptors and we are counting very much on support. Italy has always helped in a principled way to protect life. Thank you!

I believe Europe urgently needs its own capability to produce anti-ballistic systems and the missiles they require. We all value the Patriot system. It is an excellent system. There are others as well. But today’s wars have shown that current Patriot production is not enough to meet the growing demand for protection against ballistic missiles.That is a fact. And we must respond to that fact. Those who defend life need more Patriots. We have also discussed Patriot production licenses with our American partners. We have completely eliminated the very idea of Russia having a strategic rear. For a long time, Russia believed it had a territorial advantage no one else possEssed – a deep rear where it could safely keep military production, military equipment, and everything its war depends on, believing no one could reach them. When our deep strikes were not reaching Moscow and St. Petersburg, Putin did not think much about it. He understood that the war was far from the Kremlin. Of course, once he feels what is happening in Moscow, he will begin to understand what is happening in the Kursk, Belgorod, and Bryansk regions. He’ll begin to grasp the reality of the situation. When not one hundred drones but a thousand start reaching Moscow, and when he feels it and sees it, he will be advised to move somewhere beyond the Urals. That will be a moment that opens a new chapter on the path toward ending the war. The farther Putin is from Moscow, the closer the end of the war and peace will be. He fears for his life. And then there are the elites. Where do the Russian elites live? Moscow and St. Petersburg – the two major cities. Those places will be reached, because that is where they make the decisions to kill us. That is why deep strikes have had, and continue to have, a major impact. We must keep working on this. It is constant, difficult, and daily work. We must all stay focused and energized. The heroes are those on the front line. And all of us, the entire state, must keep carrying shells to them. I spoke with the @SwedishPM. I am grateful to Ulf for his support and for his clear position on Russia’s war against Ukraine, against our people. The key issue is, naturally, air defense. We now see that the Russians are putting their eggs in the basket of ballistic missile strikes, combined attacks, and jet-powered “shaheds.” Protection against this is the key to depriving Russia of the ability to drag out the war. Of course, Ulf and I discussed steps that can be taken to enhance our defense capabilities. We are working actively to ensure, on time, all the infrastructure, training and operational deployment of the Swedish Gripen fighter jets. This is a historic strengthening of our combat aviation and major economic cooperation between Ukraine and Sweden in the security sphere. It must be absolutely effective. We are also working within the Ukraine-Sweden Drone Deal format. We agreed on our next contacts. Thank you!
