The Agency does not control the vote. The government of the country they represent decides what to vote in the TCMV. The EU-Wide approval will effectively overrule their decision not to approve it nationally. With that said. In basically all EU countries except Sweden and Finland, a minister can overtake a matter, such as a national FSD approval, if it's really motivated to do so. I suspect that we would've had FSD in Sweden by now if that was something that would be possible here.
