It shows the American Center in Moscow, which is located within the U.S. Embassy complex and extremely close to the embassy itself. So the earlier interpretation about the U.S. Embassy flag being removed was incorrect. All of these buildings are located in the same broader U.S. Embassy complex/area in Moscow, which is why they can look connected or be easily confused.
