If this government can decide on releasing criminals early they then can decide not to release Andrew Harper’s killer’s early.
They can pick & choose who they release because it’s not a right to release them it’s a choice.
Andy Burnham has that choice it’s whether he decides to do the right thing or the wrong thing.
