The program is run by CEAIE, which states it is guided by Marxism-Leninism and Xi Jinping Thought and operates under Party leadership. U.S. assessments have identified it as part of the Chinese Communist Party’s United Front influence network. Participants return with carefully curated, regime-friendly impressions of China. This fits a pattern. In 2021 Sen. Richard Blumenthal appeared at an awards ceremony hosted by a Communist Party USA affiliate, presented official Senate certificates, and later claimed he thought it was only a labor event even as organizers invited people on the spot to join the Communist Party.
