U.S. border supervisor accused of gutting Homeland Security computers Investigative journalist John Solomon highlighted a case out of Maine: Terry “Jiajia” Liu, 39, a CBP supervisor at the Calais port of entry on the U.S.–Canada border, has been charged with theft and damage of government property. Media reports describe him as a Guangzhou native. The FBI says he opened DHS computers on midnight shifts, swapped Intel 14th-gen Core i7 chips and other parts for cheaper hardware, and traded the originals through Newegg for store credit. Investigators counted 46 altered machines at three border facilities: 39 with CPU swaps, 6 with RAM changes, and 8 with hard-drive changes. Some were put back on the CBP network. Hidden cameras recorded the work. Liu admitted the swaps, first claiming he was improving performance, then saying he was angry about slow CBP repairs. Current filings charge property crimes, not malware or data theft. Prosecutors want him held, citing frequent international travel and a home near the Canadian line. Restoring parts is estimated at about $20,000; replacing all 46 computers at more than $105,000. Border security is not just the fence. It is also who can open the computers.
