Ethereum has always eschewed onchain L1 governance, leaving governance to the application layer. This goes back all the way to Vitalik's and Vlad's writings against EOS etc. Any type of L1 devmine, "tax", whatever would require robust onchain governance, but: (a) it never works, never, because the people who are getting the money are also the ones designing the system (no one else has incentive or resources to do so) & crypto people are allergic to accountability and will not accept fiduciary duties to token holders, instead always relying on fugazi mechanisms and the concept of 'reputation slashing'; and (b) Ethereum simply lacks those muscles and mechanisms, and suddenly having millions of dollars and existential investor optics at stake at a time when ETH investability is already majorly questioned, is not the time to build them. see:
