A healthier future for America’s children. In 1997, President Clinton signed the Balanced Budget Act into law, creating the State Children’s Health Insurance Program (S-CHIP) and expanding access to health coverage for millions of children across the country. At the signing, President Clinton reflected on what the legislation would mean for families: “Millions of children all across this country will be able to get medicine, and have their sight and hearing tested, and see dentists and doctors for the first time.” As we celebrate President Clinton’s 80th birthday, we’re looking back at the moments that defined his presidency, and the work to create greater opportunity for generations to come.
