Under Secretary Emil Michael (@USWREMichael) on the @DeptofWar’s framework agreements reached in its Low-Cost Containerized Missile program:
"We signed four deals with new entrants... We offer these companies a contract if they deliver. This is a shared-risk model - it's not all on the government paying cost-plus, it's we pay you a fixed price when you deliver, [and] there are some benefits for delivering early and penalties for delivering late."
