Bitcoin consensus is a Mexican standoff between developers, miners, node runners, and economic actors. Each can resist, none can unilaterally rule. Everyone tugs in their preferred direction, but ultimately has to convince enough of the others that moving with them is better than standing still or being left behind. Going rogue solo is always a sure fire way to fork yourself of the network.
