Under Trump, the EPA scrapped nearly all of Biden’s 2024 carbon rules for coal and gas plants. The agency figures ratepayers could save about $310 billion through 2047. Those Biden rules pushed coal toward shutdowns, blocked new baseload gas, and bet on carbon capture that still isn’t ready. Critics say they also sidestepped the Supreme Court’s 2022 West Virginia v. EPA ruling, which limits how far the EPA can go in remaking the power sector. Deputy Administrator David Fatouhi says bills should fall and generators can put money back into the grid, so hospitals, businesses, and families still have power at peak. The EPA also wants the remaining power-sector greenhouse-gas standards gone, which it says would save another $370 million in direct compliance costs. Winter makes the timing obvious. NERC expects peak demand to rise about 20 gigawatts. Winter Storm Uri already showed what a strained grid looks like: blackouts in Texas, more than 200 dead, billions in damage. The pitch is simple. Keep the lights on. Pull back the rules stacked onto the power bill. $310 billion is an EPA projection, not cash in hand. Whether coal and gas actually stay online for peak demand is what this winter will start to test.
