France has not publicly confirmed such a deal. The EU did indeed lift sanctions on Usmanov the day before. Mikhail Fridman was also removed from the list.

EU prepares to lift sanctions on Usmanov and Fridman Ambassadors from 27 EU countries have agreed to remove Russian billionaires Alisher Usmanov and Mikhail Fridman from the sanctions lists, Reuters reports. The decision will take effect if no country objects in the coming hours. Their removal became part of a deal to extend sanctions against thousands of other Russian individuals and organizations for another three years. France and Slovakia advocated lifting the sanctions on Usmanov. Luxembourg sought Fridman’s removal from the list. Both businessmen have been under EU sanctions since 2022.
