One tanker was carrying more than 2 million barrels of oil to Galveston, while the other was carrying liquefied petroleum gas to another Texas port. After the ships reached the Gulf of Mexico, the Coast Guard and FBI boarded both vessels to investigate indications their networks had been compromised.
