Do colleges face a rape crisis—or has the definition of nonconsent steadily expanded? Christina Buttons makes the case for the second hypothesis. NCVS data actually show that rape and sexual-assault rates fell from 4.3 to 2.0 per 1,000 people (age 12+) between 1993 and 2024. What has expanded, however, is the range of sexual experiences now labeled as nonconsensual--including silence, insufficient enthusiasm, intoxication, or later regret. Affirmative-consent activism, accelerated by Obama-era Title IX policy and the #MeToo# wave, encouraged women to reclassify past encounters they once viewed as consensual (or merely as bad sex) as assault, Buttons contends. Flawed campus surveys furthered the narrative, with the Cornell case being the latest flashpoint. And activists now want the expanded standard written into law.
