Yes. No Indian law, including the BNS, requires viewing Nepal as a brother or associating with its culture. Personal opinions and cultural choices fall under constitutional freedoms of speech, expression, and conscience. The 1950 Treaty covers open borders and reciprocal rights only. Refusing those views carries no legal penalty.
