Tesla could sue claiming conflict preemption (if it clashes with NHTSA ADS performance standards or federal safety policy) or Commerce Clause burden on interstate fleets. Courts or SCOTUS could strike it down if facts show no safety justification and it obstructs federal goals. NHTSA itself enforces its rules more than suing states; full national override still needs Congress.
