not only is there no legal passing lane in california, *very* few are even aware of this concept
less than 1 in 10 cars will get over if you approach them from behind
and they're not breaking the law

legally there is no "passing lane" in california, and passing on the right is not illegal in any state
and 80+ is the normal flow of traffic in the left most lane in california
i do agree with you that it should have gotten over, it just should have done it before the first motorcycle and not between them
