We have the PFI -> CFI -> SFI -> mainnet pipeline for 2 forks now, and the issuance eip, without judging its merits, has been proposed (alongside ~40 other EIPs) in time to be considered for next year's fork. PFI'ing is simple. The hard part is getting it CFI'd. EIPs have never been proposed so early before they can actually ship.
