译:佛罗里达大学前教授陶立(Tao Li)在秘密参与中国国家级人才引进项目的同时,负责管理总额达8000万美元的联邦计算机科学研究经费。
彭博社的一项调查显示,陶立在国家科学基金会(NSF)任职期间,在未进行披露的情况下参与了北京的“龙星计划”和“长江学者”项目,并协助引导了联邦资金的分配。
在任职期间,陶立本人获得了490万美元的美国研究经费,并协助向另外七位科学家发放了资金;据称,这些科学家也隐瞒了自己与北京方面的关联。
尽管联邦调查局(FBI)早在2019年就曾就陶立的问题向有关部门发出警告,但国家科学基金会直到2026年5月才在联邦数据库中悄然发布了为期六年的禁令,且未作公开宣布。
众议院中共问题特设委员会主席约翰·穆勒纳尔(John Moolenaar)称,此案是迄今为止发现的最严重的研究安全失职事件之一。
在该禁令公布之时,陶立已移居中国,担任湖南科技大学的院长,领导涉及人工智能、空间计算和芯片领域的军方相关研究。

House Select Committee on the CCP Chairman John Moolenaar called the case one of the most egregious research security failures uncovered to date.
By the time the ban was published, Li had already moved to China to serve as dean at Hunan University of Science and Technology, leading military-affiliated research in AI, spatial computing, and chips.
