Some of the same people raising concerns about staffing today opposed the legislation that would have helped address it. @ChairmanSelig is moving forward. Congress should help him build the agency he needs, not just commission another report.

The Senate failed to advance the bill on Sept. 15 after a 49 to 50 vote. Days later, the SEC approved temporary relief for trading tokenized stocks onchain. The SEC also issued new crypto guidance on Sept. 25. Hougan argues crypto gained quicker rules while losing longer term legislative certainty.

Speaking at CoinDesk's Policy & Regulation event on Sept. 22, Senator Cynthia Lummis blamed Democrats for blocking the bill. She argued that opposition to Donald Trump had overtaken support for crypto market structure legislation. Democrats, however, had raised concerns about ethics provisions and other regulatory safeguards before the vote. The legislation had grown from roughly 300 pages to more than 600 pages through negotiations between lawmakers from both parties. The Senate needed bipartisan support to advance the legislation.
