My theory is that Tesla is going to prioritize geofence areas with Tesla service centers nearby to start rollouts and to expand to. Dallas has the service center near Love Field and Houston has the one in Cypress. There's also service centers in a Houston (Richmond blvd) and Richmond, TX very close to sugar land which is an area that there are a lot of Tesla owners.
