Every liter of 95 unleaded you pump in South Africa today costs R30.25, and the South African government deliberately set that price. R7.46 of that liter is pure state extraction: the fuel levy at R4.29, the Road Accident Fund levy at R2.25, and the slate levy at R0.88. The slate levy exists because the government's own pricing formula periodically undershoots the real cost of imported fuel. Rather than scrap the formula, the state runs a tab and then charges you to settle it. You pay for the government's own accounting failure. We feel the tax burden every time we refill at the pump, but the structural damage underneath it is even worse. South Africa produced 78% of its own fuel in 2019. It produces 39% today. Decades of regulatory uncertainty made a R30-billion rebuild unthinkable for private operators. Sapref closed after the 2022 floods because of that uncertainty. Engen's refinery burned, and nobody rebuilt it. When the state crowds out private investment through price controls, forced margins, and opaque procurement rules, refineries don't get rebuilt; they just close. Botswana, which routes 60% of its fuel through South Africa, pays R22.47 a liter for the same 95 octane grade. That's R7.80 cheaper, downstream of the source. The price difference is largely the levy stack SA's government imposes. The "Central Energy Fund" now wants R117 billion to rebuild Sapref under state ownership, with no confirmed funding and no timeline. The country that drove private refiners out through overregulation now proposes to replace them with a state project. The minimum wage worker earning R30.23 an hour buys exactly one litre with an hour's labour. An American on the federal minimum buys six. That gap reflects decades of compounding policy failure, from the rand's destruction to the refinery closures the state enabled and the taxes it layered on top. Prices carry information. When the state overrides them, you carry the cost.

Eric Schmidt's argument for why machines end up running combat is not about ambition. It is arithmetic: "Humans can't run a swarm of a thousand drones, but a computer can." "So what I think will happen is computers will develop war plans within a swarm. So I'm trying to be as technically correct as possible. It will use reinforcement learning to learn how to best attack the enemy, the target, or what have you, and that those algorithms will be super secret." Schmidt separately describes a stabilizing standoff as his hope, and only a hope: if both sides have systems this powerful, perhaps neither will attack because neither can know how the other system will respond. Schmidt is the former CEO of Google and former chair of the US National Security Commission on Artificial Intelligence. He is also, as his interviewer notes in the same program, a supporter of Ukraine who has helped with drone technology, so he has a direct stake in this subject. This was published on September 8, 2026. The prediction and the hope should not be collapsed. Schmidt predicts computer-generated swarm tactics learned through reinforcement learning. He hopes their power and secrecy produce restraint. The first is his forecast about how the systems will work; the second is his proposed outcome. The supported mechanism is that a thousand-drone swarm exceeds direct human operation, so computers would generate and execute tactics inside the swarm. In the next exchange, Richard Engel quotes Schmidt's prior "humans on the loop" framing: supervising, auditing, and intervening, but not authorizing every individual shot. Schmidt then confirms that a human would still be watching. The question is therefore not the total removal of people, but whether that higher-level oversight remains meaningful when decisions occur at machine speed and the learned tactics are secret. That is the control problem in this clip. Higher-level supervision is not the same as approving every action. If military AI is expected to make tactical decisions at swarm speed, the ability to monitor and intervene has to be tested against that speed before deployment, not assumed from the presence of a human observer.
