これは長崎あるあるで、長崎は沖縄とちょっと似ていて、江戸時代以前から歴史的に中国と繋がってきたという特殊性があります。中国は長崎に領事館があり、長崎をほぼ専門に担当している領事がいて、普段からコンタクトがあり、友好交流も自治体レベルで活発です。広島は大阪総領事館の担当ですが、そこまで食い込んではいません。こういうのは長崎県・長崎市の幹部レベルが決めることで、中国の影響力がほかの自治体より強い長崎の土地柄という問題で、外部がいろいろ言うのも大事ですが、「おかしい」と考えた長崎の住民が多いなら、行政に強く抗議をしたりするのが効果的に変化を起こす方法です。
