Officials said protecting civilians is of the utmost importance, then handed every specific question about the strike to the Department of War, which has gone quiet. Investigators spent months asking for information and a meeting before giving up and building the case out of news reports and open video. Congress is home until November so nobody is forcing an answer, which means the simplest fix, just explaining what the crew saw and what they thought they were hitting, is still sitting there eight months later.
