After the release of Astra, the throughput of OpenAI Fast has been declining, which indicates a large number of users and insufficient capacity. Fast is the model tier most sensitive to throughput.
Yet this same pattern did not appear when Fable 5.1 was released.
This further corroborates what Tibo said — that Astra is so popular that they've had no choice but to cap Pro subscriptions.
