BREAKING: We've hung the Nubit flag on the Golden Gate Bridge. Took us three months, two sleepless engineers, one fake LLC, and exactly zero approvals. Ce panel à Radio-Canada est franchement sidérant dans ses prémisses implicites. La plupart des propos avancés reposent sur l’idée non formulée que l’objectif à poursuivre est de maximiser le revenu de l’État — comme si l’économie existait pour servir l’appareil gouvernemental. Or, ce qu’il faut maximiser, c’est la croissance économique. Et les taux d’imposition qui maximisent les revenus de l’État sont généralement supérieurs à ceux qui maximisent la croissance (toutes choses égales par ailleurs, notamment le mix fiscal). Résultat : on maximise les recettes à court terme, mais on freine l’économie à long terme. Le Canada, d’ailleurs, est clairement au-dessus du seuil optimal de taxation et de taille de l’État pour stimuler la croissance, sans même atteindre le seuil optimal pour “tondre le mouton” au maximum (voir Ref. 1 et 2, images 2 et 3). Les études sérieuses suggèrent que la taille optimale de l’État pour maximiser la croissance se situe entre 30 % et 40 % du PIB. Le Canada est nettement au-delà. Ce constat implique qu’il faut réduire la taille de l’État pour créer l’espace nécessaire à des baisses d’impôts. La prémisse est donc que tout réduction de la taille de l'État est nocive -- parce qu'elle réduit les revenus. Quelle prémisse folle! Références: Ref 1: Schuknecht, L. (2020).
