It's all the difference. Segwit spent quite some time... over two years... developing, debating, refining, testing, educating, and finally fully deploying activation-ready clients and reaching ~80% of the nodes by the time BIP148 was even proposed. BIP110 has, by my own crawler and dedupe estimates, about 6% of unique nodes at best. It's both attempting a MASF and UASF with a super-minority on both. That's not comparable to segwit's supermajority of enforcement-ready nodes, and already-near simple-majority hashrate by the time BIP148 was proposed.
