Heavy rain and flooding have hit Kuancheng County in Chengde, Hebei, where extreme rainfall has been ongoing for three days. Maximum rainfall in three days exceeded 500 mm. Streets in the county seat are severely flooded, with some vehicles swept away and roads damaged. Rescue is underway.
