The messages included explicit s*xual requests and the exchange of n*de images. Pennsylvania law bars s*x offenders from adopting or fostering children. It does not bar them from becoming parents through commercial surrogacy. No court or agency performed the kind of background checks and oversight required in adoption cases. This loophole exists in plain sight, and it left a vulnerable infant in the home of a man the state itself has classified as a s*x offender.
