Police say Todd Stewart encountered 36-year-old Venezuelan national Marcos Arrante Valdez during an alleged burglary. Authorities say Valdez had two previous burglary cases and had twice been released by the courts. DHS is urging California officials to keep him in custody and transfer him to ICE following his arraignment.
