I believe that stringently going after voter fraud and election tampering would go a long way towards taking this demographic off the table. Without ballot harvesting and otherwise fraudulent use of voter roles to generate fake voters, only a small percentage of this demographic ever participates in the voting process. Better to spend the energy on the dead who are active voters and active recipients of government assistance.
