A worker at a taxpayer-funded homeless shelter said that they "wouldn’t be bothered" if our reporters got high just outside (unless they overdosed).
In addition to crack pipes, the shelter site offers services like doggie daycare, meditation on the lawn, and "valet" cart parking.
