Early fingers point at either Wazalendo (Kinshasa-backed) or Burundian military forces. Shooting down a medevac is a war crime. Attribution is messy; this conflict has so many armed actors it's basically a alphabet soup of militias. Humanitarian access just got worse in a place that can't afford it.
