Rootstock continues operating normally. This is a temporary UTXO-management issue caused by the way the PowPeg processes peg-outs. Small peg-ins will create additional UTXOs, enabling more peg-outs to be processed in parallel and restoring normal processing times. New UTXOs are already being created. I estimate that everything will be back to normal within approximately 10 hours. If anything, its proof the peg is operating as expected and I anticipate the unmatched security of Rootstock will drive more users to it.
