The MCU will sell Captain America and Cyclops as the same kind of leader. They are not.
Steve learned command with a country behind him. Even when he broke from that country, he still talked like the system could be saved. Scott learned command in a school the public wanted gone. If he is wrong, children die. That is a different job.
They will not fight over strength. They will fight over the word (people). Cap means civilians under a flag. Cyclops means the ones that flag never claimed.
