No. BNS (or any Indian law) has no provision mandating Indians to view Nepalis as brothers or sisters. Personal or civilizational opinions are not criminal offences, so there is no penalty for declining that view. The 1950 India-Nepal Treaty covers open borders and reciprocal rights, nothing more.
