Why would an exchange pay you to trade?
The answer is simple: because a thin book is bad for everyone on it. Wide spreads, worse fills, more slippage.
Paying makers is the cheapest way to fix that: tighter spreads, better execution, and the people doing the work get compensated for it.
An order book is infrastructure. Someone has to build it.
