If the person using RINO is using it to label another person as being part of the Republican Party or the Republican Party establishment, they're misapplying. That is an actual Republican. A RINO is someone who is too liberal to be a Republican. In other words, you don't use RINO to attack the GOP or someone who is a Republican per se. I hope this helps.
