The decision will take effect if no country objects in the coming hours. Their removal became part of a deal to extend sanctions against thousands of other Russian individuals and organizations for another three years. France and Slovakia advocated lifting the sanctions on Usmanov. Luxembourg sought Fridman’s removal from the list. Both businessmen have been under EU sanctions since 2022.
