The attempted crashing of Tel Aviv-bound Flydubai Flight FZ1073 is the latest reminder of Islamist extremists' decades-long focus on civilian aviation. Al-Qaeda terrorists hijacked four American airliners on 9/11 and killed nearly 3,000 people. Months later, Al Qaeda member Richard Reid, who converted to Islam, attempted to destroy an American Airlines flight with explosives hidden in his shoes. In 2006, British authorities disrupted an Islamist plot to simultaneously destroy multiple transatlantic aircraft using liquid explosives. In 2009, al-Qaeda-trained Umar Farouk Abdulmutallab attempted to bomb Northwest Flight 253 as it approached Detroit with 290 people aboard. The threat has repeatedly crossed borders, airlines and continents: perpetrators have targeted American carriers, transatlantic routes and now a passenger jet flying to Israel. European and other Western governments cannot treat aviation terrorism as a threat confined to another country or another era. Islamist terrorism remains a transnational security threat capable of crossing borders and targeting civilians, transportation networks, and public spaces.

The attempted hijacking of Tel Aviv-bound Flight FZ1073 came after decades in which prominent Muslim Brotherhood figures have preached violence against Jews and legitimized terrorist attacks. For example, Germany’s domestic intelligence service identifies Yusuf al-Qaradawi as one of the Muslim Brotherhood’s most influential thinkers. Qaradawi, whose sermons were broadcast internationally from Qatar, called Jews “enemies of Allah,” praised Hitler’s persecution of Jews as “divine punishment,” and prayed for Jews to be killed. Britain’s official review of the Muslim Brotherhood also found that individuals closely associated with the movement in the UK supported Hamas suicide bombings and other attacks, while Brotherhood-associated organizations expressed support for Hamas terrorist attacks. In France, Muslim Brotherhood-linked preacher Hassan Iquioussen spent years delivering antisemitic sermons and inciting discrimination, hatred and violence against Jews and non-Muslims until French authorities ordered his expulsion. Tareq al-Suwaidan, a Kuwaiti preacher who publicly acknowledged his Muslim Brotherhood affiliation, declared in Chicago that Palestine would only be liberated through “jihad” and “sacrificing blood,” and said Jews would “meet their end at our hands.” He later spoke at events in Europe, including Copenhagen, and was scheduled for appearances in Belgium and Italy. Israeli Prime Minister Benjamin Netanyahu says preliminary information indicates that the Omani co-pilot who attacked the captain of FZ1073 and attempted to crash the aircraft had undergone “Islamist radical indoctrination.” Islamist movements, such as the Muslim Brotherhood, and preachers who have spent decades legitimizing violence against Jews, Christians, and Westerners must be banned and designated as terrorist organizations and individuals in Europe.
