Howe had been trying to negotiate with the Americans after the British victory at the Battle of Long Island last week. Congress insisted, however, that its representatives would meet him as representatives of the “free and independent States of America,” not merely as rebellious British subjects. Now, he has agreed to a meeting. The first is tomorrow.
