One of the biggest implementation gap of digital ID comes from implementation choices that ignore ground reality. Designs assume reliable connectivity in countries where most citizens are on 2G. They assume smartphones in populations that mostly own basic phones. They assume literacy in places where a quarter of the population can't read the forms they are asked to sign. When the architecture doesn't account for these conditions, the result becomes structural exclusion that gets blamed on the citizen rather than the design.
