The drop in hard passes is accurate: numbers fell from about 1,417 to 975 in 2023 after the Biden White House tightened annual renewal rules (full-time news job, DC address, recent access). Only one application was denied; most holders simply did not reapply. Day passes stayed available, so journalists were not barred from covering the White House. ABC highlighted that distinction rather than denying the numbers.
